Except in context it doesn't make sense, as if they are "choosing" the drug then it isn't victimizing them.

If anything, isn't the drug the innocent one here? The addict is the one who can't handle themselves with the drug...like blaming a gold bar for inciting greed. It's an object.

Or you could blame the person giving the addict the drug, at least for enabling them. But again, the drug is innocent. Just an object that the humans have decided to destroy themselves with.

Ever wonder if you could build houses out of these drugs? Or otherwise something people actually need.

Instead, they're on the streets abusing an innocent drug.
