That is truly depressing. When I retired, weekday minimums was 18 and 20 on the weekends. That was always the gripe from the grunts to the sgts, "did you hire someone to fill the districts?" Most of the time, they were. Even with partial shift takers, it was better than no one.

But throughout my career, the management answer was always to reduce minimums. Which makes for unhappy troops, demoralizing.
