Recently, the department sent out a letter asking 81 recent retirees to come back to the and take part in the retire-rehire program. The city wanted 60 officers to return, but hoped for 30. Only two recent retirees, expressed any interest in the offer. As long as the department ignore and refuse to address issues, retaining and hiring officers is problematic.
The letter being sent out to those who retired within the last two years, once one leaves, there's no reason to go back to a toxic environment. Those who wanted to continue a police career have plenty of options outside of their old department.

There is no reason to rehire. The city is still sinking. The bosses all think everything is fine or fixable with little effort. The pendulum isn't swinging back. There are no solutions. Any promise is still an empty one.
