In the pond, if a mope smashes out a car window and value of the window is less than $1000, he an be arrested, but the officer cannot take him to jail. The officer can issue a criminal summons and release the mope. The mope can then walk to the next car window and smash it out. The mope can still be arrested, but not take to jail. As long as the mope does not break more than $1000 damage to a single victim, he can repeat the process.
Then does a future non-appearance lead to a warrant that is enforceable?
