For the readers:
Most of the land in the counties in the southern part of the state are dominated by federal timber land. Traditionally, the federal land shares timber revenues with the rural counties, but since harvesting timber on public lands is non-existant due to environmental court challenges, the money counties have relied on for decades has dried up. It's like telling Kansas farmers they cannot farm or raise animals on their land, and then try to fund services for their rural counties.
